Where required, periodic inspection and testing of every electrical installation shall be carried out in accordance with the Regulations in order to determine, so far as is reasonably practicable, whether the installation is in a satisfactory condition for continued service.

Since the first of April 2021 all tenancies in Engand and Wales are required to have an EICR and landlords who fail to conduct an EICR (and any work it recommends) before a new tenancy commences will face a fine of up to £30,000. Local authorities are responsible for enforcing these rules, as specified under the Housing Act 2004.

Periodic inspection comprising of a detailed examination of the installation shall be carried out without dismantling, or with partial dismantling as required, supplemented by appropriate tests to show that the requirements for disconnection times for protective devices, are complied with, to provide for:

– Safety of persons and livestock against the effects of electric shock and burns

– Protection against damage to property by fire and heat arising from an installation defect

– Confirmation that the installation is not damaged or deteriorated so as to impair safety

– The identification of installation defects and departures from the requirements of these Regulations that may give rise to danger

Prices will vary depending on the location, the type of premisis, the time work is undertaken during day, weekend or out of hours, the type of fixtures and fittings and access to fixtures and fittings. Electrical report and certification costs also vary depending on volume of tests and inspections done.

Frequency of Inspection & Testing

The frequency of periodic inspection and testing of an installation shall be determined having regards to the type of installation and equipment, its use and operation, the frequency and quality of maintenance and the external influences to which it is subjected. The results and recommendations of the previous report, if any, shall be taken into account.

In the case of an installation under an effective management system for preventive maintenance in normal use, periodic inspection and testing may be replaced by an adequate regime of continuous monitoring and maintenance of the installation and all its constituent equipment by skilled persons, competent in such work. Appropriate records shall be kept.
